Bio - Commander, Ninth Coast Guard District
REAR ADMIRAL JOHN E. CROWLEY, JR.

Rear Admiral John E. Crowley, Jr. assumed his current position as the Commander, Ninth Coast Guard District on April 18, 2006.  As the region's operational commander, he leads over 7,700 regular, reserve, auxiliary and civilian men and women, two air stations, two air facilities, four Sectors, one Sector Field Office, four Marine Safety units, ten cutters, 46 small boat stations, and five Aids to Navigations teams.  Under his direction, Coast Guard personnel provide maritime security over 6,500 miles of shoreline and 1,500 miles of international border and provide the world's premiere search and rescue, marine safety and environmental protection, maritime law enforcement, aids to navigation and icebreaking services to the region's citizens.    

Rear Admiral Crowley served in five cutters - twice on the Great Lakes and twice in command.  While in command of the Cutter LEGARE, he was responsible for the first deployment of a Medium Endurance Cutter to the European Theater of Operations.  His sea duty has encompassed all of the Deepwater missions including service as the Chief Staff Officer of the Joint Task Force responding to the 1994 Haitian and Cuban mass migrations.  In 2001 he was assigned as the Chief of Staff to the Seventh Coast Guard District where all operations in the South East United States are directed.

Rear Admiral Crowley's special assignments include serving as the Special Assistant to Secretary Ridge of the Department of Homeland Security and the interim Director of the Homeland Security Center.  His portfolio included Department of Defense, Coast Guard, and Incident Management matters.  He was assigned to work on Department of Homeland Security issues while detailed to the Transition Planning Office in the Executive Office of the President in August of 2002. 

Most recently, Rear Admiral Crowley was the Judge Advocate General and the Chief Counsel of the United States Coast Guard.  In this capacity he served as the Principal Legal Advisor to the Commandant and oversaw the administration of Military Justice in the Coast Guard.  During his previous legal assignments he served as counsel at Court-Martial, operational law advisor, environmental law advisor, contracts attorney, legal assistance provider, and "managing partner."  Prior to attending law school he was the Assistant to the Secretary of Transportation's Representative to the Third United Nation's Conference on the Law of the Sea.

He was the Study Coordinator for the 1999 Interagency Task Force on U. S. Coast Guard Roles and Missions that validated the Deepwater missions as a foundation for the Integrated Deepwater System acquisition. He has also served as the Coast Guard's Deputy Chief of Staff, coordinating across all Headquarters operational and support staffs.

Rear Admiral Crowley received a Bachelor of Science from the U. S. Coast Guard Academy and was a Fellow in MIT's Seminar XXI program in International policy and strategy. He is a graduate of the American University 's Washington College of Law and admitted to the bar of the State of Minnesota.
